Are LEED standards strict enough?

An article in the FT on July 17th, 2010 speaks of the different home energy designations around the world.

The UK has the Zero Carbon Hub, whose aim is to have all homes built in the UK by 2016 be zero carbon rated.

The EU has the Energy Performance in Buildings Directive.

The USA touts the LEED rating given largely to commercial buildings.

But this article states,
“(many) ecopioneers feel this rating is not rigorous enough….(LEED) is just a matter of spending money for a company to do a survey of the house to issue a LEED certificate
